Steps
- in heavy soup pot, brown meat in just enough oil or butter to keep from sticking.
- add water, onion, and pepper and simmer slowly until meat is very tender and begins tofall apart, about 1 1/2 to 2 hours.
- add potatoes and carrots. simmer until vegetables are tender. taste and add salt.
