Steps

  1. for the crust, mix together shortening, butter, flour, salt egg and enough half-and-half to hold together. roll into tea size (about 3.5–5 inches) round.
  2. mix together beef, rice, carrot, green pepper and onion to make the filling.
  3. add a heaping teaspoon of filling on top of the crust and seal as for a turnover. prick with fork.
  4. bake at 425º for 10 minutes. reduce heat to 375º for 30 minutes and bake until golden brown.
